Type Approval Certification for Communication and Multimedia Products in Malaysia (MCMC Certification)

1、 Certification background

On April 1, 2000, the Minister of Communications of Malaysia formulated and promulgated the Communication and Multimedia (Technical Standards) Regulations 2000 [PU (A) 124/2000] based on the powers granted by Articles 16 and 158 of Act 588 issued by the Malaysian Communications and Multimedia Commission (SKMM) in 1998.

Article 14 of the regulation stipulates that all wireless communication products used in the frequency band below 3000 GHz or communication equipment connected to public networks or systems must be certified. Including wired or wireless, or a combination of both:

a) Customer end equipment (CPE);

b) Network infrastructure.

2、 Certification Introduction:

1. What is type approval certification:

SIRIM QAS has been appointed as a certification body by the Malaysian Communications and Multimedia Commission (SKMM). SIRIM QAS operates type certification according to Product Certification System No.1b (ISO/IEC Guide 67).

And it must meet the following requirements:

a) Technical specifications of SKMM (www.skmm. gov.my);

b) Malaysian standards;

c) International standards;

d) Foreign standards compiled by national standard organizations;

e) Technical checklist;

f) Technical statement (related or industry standards or acceptable customer specifications).

2. Applicant:

The applicant should have a valid registered company with a Business Registration Number (ROB) registered in Malaysia or belong to the Companies Commission of Malaysia (CCM). Must belong to the following categories:

a) Manufacturer;

b) Assembly program;

c) Importer;

d) Network operators/service providers;

e) Foreign companies;

f) Authorized agent/consultant.

3、 Application process

1)The application for type approval is submitted through e-ComM

2) Product compliance should be based on the following requirements:

a) A complete test report that meets the requirements listed in standard 2-1;

b) Product evaluation is based on acceptable integrity testing reports, including communication performance, safety, electromagnetic compatibility, specific absorption rate (SAR), and radiation hazards;

c) The provided samples meet the requirements of network interoperability, product connectivity, product functionality, and other aspects.

3) Information required for model certification application:

a) Application Form;

b) Brand statement;

c) Color brochure or color photo (minimum size 5R);

d) Technical specifications;

e) Original user manual;

f) Original technical manual (as required);

g) Relevant technical inspection checklist;

h) Test reports from accredited laboratories;

i) Copy of Company Registration Certificate (ROC \ ROB);

j) Other related documents

k) Registration and evaluation fees;

l) Samples and import documents (import license, declaration).

4、 Sample requirements:

The maximum sample size required for type approval is usually 4 units [2 for communication performance, 1 for safety, and 1 for EMC]

Specific requirements for submitting samples:

a) Clearly indicate the brand and model

b) Select from the original domestic production line

c) Include all relevant accessories and peripheral devices (if applicable)
